What's the deal with the ground-based witches? They were briefly shown in the Brave Witches anime, but honestly I thought it was just a joke.

They're a thing, they just don't get much focus.
I believe Tank Witches might actually be more common in-universe, as land strikers require less magic to use (which allows the user to focus their magic on bigger guns and better shields), but of course they are useless against flying Neuroi.
Land Strikers are basically giant metal legs, the witches can walk around with them or use the deployable wheels to dash.
The series focuses on international Joint Fighter Wings, which are only for aerial Witches, while Tank Witches mostly stick to their respective countries. The girl in the OP was originally a Tank Witch for the Fuso Army. Aurora now leads a support unit for the 502nd, who's main job is to carry Nipa's stuff back whenever she crashes.

Well they kind of are, as their legs disappear into the leg dimension when they put on strikers.

Does it ever explain why they never wear bottoms? I assume it's so they can get into and out of the strikers. I mean, I know the *actual* reason is just so they can show their pantsu all the time, but I mean canon.

Has nothing to do with strikers, even non-witches and people before strikers were created dress like that.
It's just women's fashion in their world, what we call panties are considered pants to them, isn't it wonderful?

You just don't get it, do you? Try to remember the time when you first watched it. You fire up the first ep, ready for some good fanservicey fun, maybe a couple of pantsushots here and there, a couple lewd jokes, some innuendo, all set to the backdrop of not-WWII. But what's this? Genderbent ace pilots? It's okay, you've seen more hardcore shit. Slight yuribait, okay, I mean everyone does that. But why aren't they wearing pants? Ep 1, nobody wears pants. Nobody bats an eyelid. Ep 2, ep 3, ep 4, the story steadily progresses, and you find yourself charmed and endeared by the cast, and the seiyuus are great, but still, no pants. Never directly addressed. Never explained in a neat infodump. They're just no wearing any pants. It's a bizarre alternative reality in which there are witches that don't wear pants. Why? How is this possible? Who allowed this? And then at length you come understand why. It's all being done for you. You. For your pleasure, and your satisfaction, the norms were casually broken and decidedly discarded, and then you realize that the minds that conjured this delightfully cheesy scenario are so like your own. You feel the unseen presence behind the idea, you feel the ocean of the imaginative mind of your fellow man slowly stir to present the glorious lack of pants in the most complete way, gratuitously emphasized by masterful shots and wonderfully contrived situations, as the means and the end in and of itself, and you feel, at peace. You feel at home, among your equals, you feel one with them, the ones that present the beautiful spectacle of no pants, and the ones enjoying it along with you, all, as one, united, linked, chained together by the inherent similarity of their daydreaming minds, all as one, one and the same.
