As to whether and why different romanizations stick better in different places, that anon may well be on to something, but do note that your wording seems to imply a wrong assumption: Hepburn romanization originally used "sempai", as one would expect given its purpose (to approximate pronunciation), but was later changed.

It's just a function of phonology. The only pure-consonant mora character in a written language that uses a syllabary will inevitably be stretched and squeezed more than the consonant phonemes in the other morae. You see it with others still like with す being pronounced as su or zu depending on context and ideolect, or し and つ like anon said.

I can see speakers of certain Romance languages being more comfortable with the /mp/ sound over the /np/ sound but the sempai thing used to be pretty common in English translations too. It's entirely possible it's just someone using older standards or not adhering to more common newer standards. /np/ can be hard to say without morphing into /nmp/ even for native English-speakers as the natural behavior of the tongue after an /n/ is usually to brace against the palate in anticipation of a vowel rather than continue exerting pressure against it while the lips press against each other. Consider how when saying "I'm on my bike" quickly, the first shortcut is usually to remove the /nm/, even when it is between two words, resulting in "I'm o'my bike."

This conversation is going places, but it still carries a flawed premise as to the order in which things happened, so allow me a nitpick: from what I gather, first came a tendency to nasalize a number of syllable sequences, and then a new mora, ん, was introduced as a catch-all for those cases. Before that, む was used to represent those sounds. I find the nature of ん becomes much clearer in its proper historical context.

Yeah, I assumed it was something like that. I didn't mean to imply that one thing happened before the other, just the way the character for a consonant mora is going to behave in a syllabary. I'm not really familiar with the development of Japanese orthography so I can't make any guesses about the reasons for why it is the way it is.
